Yesterday, Senate Majority Leader Harry Reid announced his plans to package together both climate change legislation and an energy bill. The bill, to be released later this year, would feature a renewable electricity standard. Now, both the House and Senate are moving on the same "one bill" strategy in an attempt to get a bill passed by December. On the other hand, combining the issues of energy and climate change in one bill will increase the controversy over the bill, making it more difficult to get the 60 Senate votes necessary to overcome a filibuster.
