PacifiCorp announced it is putting three new coal-based power plants on hold over CO2 regulations. With the uncertainty of federal regulation of carbon dioxide emissions, PacifiCorp announced that the three plants will be delayed at least through the decade. The plants were to be located in Idaho and Utah. The company said, "Within the last few months, it has become apparent that Congress will enact some restrictions on carbon emissions, but the projected cost impact upon new coal generation is currently within such a wide range as to make meaningful risk assessment futile."
