EPA has issued a final rule revising its lead renovation, repair and painting program (RPP) rule that set accreditation, training, certification, recordkeeping, and work practice standards for renovation of single-family homes, multifamily homes and other housing. 76 Fed. Reg. 47,918 (8/5/11). The requirements cover housing built before 1978 and other housing occupied by children. The revisions do not include a dust-wipe testing clause that EPA included in the proposed rule and allows certified lead removal specialists to submit paint chips to independent labs in lieu of conducting their own onsite lead testing. They also make minor changes to requirements for submitting training course materials. The revisions are effective 60 days from the date of publication.
