As of the December 14 deadline, 18 states and the District of Columbia submitted applications to run a state-based exchange. HHS is in the process of reviewing the applications and has provided conditional approval to several state exchanges. Specifically, HHS has provided conditional approval of exchange blueprints for Colorado, Connecticut, DC, Kentucky, Massachusetts, Maryland, New York, Oregon and Washington. Applications are pending for California, Hawaii, Idaho, Minnesota, Mississippi, Nevada, New Mexico, Rhode Island, Utah and Vermont.

With only 18 states and DC submitting plans to run state-based exchanges, it is anticipated that the federal government will either run the remaining exchanges or participate in partnership exchanges. Under the partnership model, the state can run the exchange management function, consumer assistance, or both. States have until February 15, 2013 to submit an application to run a partnership exchange.
