In Spain, an operator must be properly licensed in order to perform gambling activities. In particular, both a general and a specific license are required.

A decision passed by the Directorate General for Gambling Regulation (Directorate) on 1 December 2017 details the procedure for the application and the grant of specific licenses for certain kinds of gambling activities.

This decision (which replaces an earlier decision) adapts the specific licence procedure to take account of new requirements arising from the Common Administrative Procedure of the Public Administrations Act (1 October 2015), particularly for aspects on electronic proceeding; and to improve certain procedural issues. The upcoming regulation of the procedure for the granting of general licenses for gambling activities will complement this Decision.

Those interested in obtaining a new general license and its related specific licenses can apply for them jointly, through a single proceeding, once the Directorate approves said new regulation.
