A Commission Staff Working Paper has been released on "Compliance with the anti-money laundering directive by cross-border banking groups at group level". The report follows a Commission services study in late 2008 and early 2009 on how banks belonging to a group of companies comply, as a group, with their obligations pursuant to the Third Money Laundering Directive (2005/60/EC) (Directive).

The Commission services study found that despite the Directive's minimum harmonisation regime, there is a high level of convergence across Member States in the rules that apply to banks. There are differences in national regulation in a number of areas, including in the scope of national legislation which applies to banks established in other European Member States that are providing cross-border services.
