On 20 June 2011, the Commission announced the launch of a public consultation to review the criteria applied to state aid for the making and distribution of films. Issues for discussion include the competition amongst Member States to use aid to attract investment from large (mainly US) film production companies, support for aspects such as film distribution and digital projections, territorial spending obligations and an adaptation of the rules to take account of new technologies and consumer behaviour. The public consultation is the first step in a review of the current Cinema Communication and follows the extension of the existing state aid assessment criteria until 31 December 2012. Comments are invited by 30 September 2011.
