On November 7, 2008, the Commission released a Report and Order establishing licensing and technical rules governing television broadcasters' use of distributed transmission system (DTS) technologies to provide DTV service. In contrast to the traditional "single transmitter" model, DTS permits a DTV station to broadcast its signal using multiple synchronized transmitters spread around the station's service area. The rules adopted in the Report and Order will apply to all DTS proposals related to operations after the nation's February 17, 2009 transition to digital television. DTS proposals related to pre-transition operations will continue to be subject to the interim policy established by the Commission in 2004.
