Professor Mike Richards, the National Clinical Director, has prepared a report for the Secretary of State for Health recommending improvements to access to medicines for NHS patients. The report recommends that patients should not forfeit free NHS treatment if they decide to pay for top-up treatment. Additionally the top-up treatment would not need to be carried out by the doctor administering the NHS treatment.
