FINRA changes procedure for submitting the Transparency Services FINRA Participant Agreement. The Financial Industry Regulatory Authority announced that, effective April 10, 2017, member firms required to execute and submit the FINRA Transparency Services Participation Agreement, which applies to all members who submit reports on over-the-counter secondary market transactions in eligible equity and fixed income securities to the appropriate FINRA facility, will be required to execute and submit the agreement using the FINRA Firm Gateway. FINRA offers guidance on rule changes related to the financial exploitation of seniors. The Financial Industry Regulatory Authority announced that new and amended rules designed to prevent the financial exploitation of seniors, which the SEC approved earlier this year, will become effective on February 5, 2018. SEC rejects second proposal for bitcoin exchange-traded product. The SEC issued an order disapproving a proposed rule change filed by NYSE Arca that would permit NYSE Arca to list and trade shares of the SolidX Bitcoin Trust. (3/28/2017) SEC Release No. 34-80319. 

BZX formally petitions SEC to review rejection of bitcoin ETF. Bats BZX Exchange Inc. filed a petition requesting that the SEC review the March 10, 2017, disapproval by the Division of Trading and Markets staff of BZX’s proposal to list and trade shares of the Winklevoss Bitcoin Trust. In requesting the review, BZX maintained that the concerns raised by SEC staff regarding potential manipulation in bitcoin markets are “overstated and largely theoretical.” (3/24/2017) 

2017 GASB accounting support fee. FINRA announced that, beginning in April 2017, FINRA will assess and collect $2,077,250 from its member firms each calendar quarter to fund the 2017 Governmental Accounting Standards Board accounting support fee, which FINRA collects from its member firms that report trades to the Municipal Securities Rulemaking Board, to help support the GASB’s annual budget. FINRA requests input on its engagement programs. FINRA is seeking comments on potential improvements to its programs for engaging with members and other stakeholders, including its advisory and ad hoc committees, rulemaking process, and member relations programs.
