After 6 years of careful review, the Treasury Department and Internal Revenue Service has issued final regulations governing taxable acquisitions and dispositions of insurance businesses. The final regulations, which are immediately effective, adopted without change the 2006 proposed and temporary regulations that were a response to a proposal the IRS published in 2002. The final regulations define tax rules for several valuation and allocation issues arising in insurance contract sales and transfers.
