The Brazilian National Waterway Transportation Agency (ANTAQ) announced on a public hearing the drafts of the notices and lease agreements referring to the tender to be held to cover the exploration of port areas and infrastructures of the organized ports of Santos (São Paulo State Port Authority – Codesp) and Belém, Santarém, Vila do Conde and Outeiro and Miramar Terminals (Pará Port Authority).
The tender will be under the auction modality, through the Differentiated Procurement Regime – RDC, established by Law 12.462, of August 4, 2011. In the first round, 31 areas divided into 10 lots will be auctioned off.
The deadline for public consultation was September 6 and the publication of the call notice is expected to happen at first on October 25. Bidders have to submit their bids in closed envelops and after that there will be a live voice auction and subsequent qualification phase.
Brazilian and foreign legal entities are allowed to take part in the auction individually or in consortium and the criteria to select the winning bidder will be: greatest handling capacity and lowest rate per service package.
The lease agreements will be entered with the Division of Ports (SEP) and the contract terms vary pursuant to the lot offered, being 3 years the shortest and 25 years the longest term. The contract terms were defined in accordance with the investment the contractor will have to make in the facilities.
