On 8 October 2008, the European Commission (Commission) authorised €63.6m in aid from the French Government for the DEFI Composite research and development (R&D) programme. The programme will create an industrial cluster of partners (lead by Airbus France) to develop and test methods for the design and manufacture of products composed of composite materials based on carbon fibres for use in transport equipment. Following an in-depth investigation, the Commission concluded that the aid meets the Community framework governing aid for R&D, since the DEFI Composite programme is intended to compensate for the lack of market incentive to invest in this type of high risk research.
