The High Court has ruled that the Government’s decision to scrap Regional Strategies, which set local authority housing targets, was unlawful and should have been subject to Parliamentary scrutiny. Cala Homes challenged the decision of Eric Pickles when it was unable to appeal against the rejection of a planning application for 2,000 homes. The Government has confi rmed that the ruling will not be appealed, although the intention behind Pickles’ decision will remain “a material consideration” in future planning decisions. In any event, the proposed Local Government and Decentralisation Bill, due to be introduced to Parliament at the end of this month, is intended to do away with the controversial Regional Strategies, so their ‘reinstatement’ following the court’s decision may only be short lived.
