Draft Guidelines on state aid granted to railway undertakings were published for consultation by the Commission in late 2007. The proposed Guidelines cover a wide range of issues intended to take into account some of the changes faced by the industry as a result of rail liberalisation (including restructuring) and the need to meet modern safety and environmental standards. The draft guidelines also touch on controversial issues such as state guarantees for railway undertakings that persist in certain member states. The new Guidelines are likely to be adopted in the first half of 2008.
