On February 26, 2014, the Ohio House of Representatives Finance and Appropriations Committee (Finance Committee) approved an income tax credit for donations to community foundations by a bipartisan vote of 25-3 in H.B. 408.

Two Democratic amendments were adopted before the passing vote. The modifications were intended to address concerns raised previously that the program was in favor of “rich donors and the revenue loss would negatively impact local governments and libraries.”

The bill’s joint sponsor and Finance Committee Chair Rep. Ron Amstutz (R-Wooster) is hopeful that the bill "will help many communities across the state get stronger," according to Gongwer Ohio.
