In the final weeks of 2009, the Commerce and Judiciary Committees in both the House and the Senate spent considerable time negotiating the minutia of the various Satellite Home Viewer Extension and Reauthorization Act (SHVERA) drafts in an attempt to pass a new five-year extension before the current law expires on December 31, 2009. Congressional leaders attempted to attach the SHVERA renewal along with several other "must pass" legislative items to the Department of Defense Appropriations Act, the last appropriations bill of the year. However, politics of the health care debate and limited time for consideration in the Senate ultimately derailed efforts to approve the Department of Defense Appropriations Act with these extraneous legislative items. As a compromise, House and Senate leaders opted for an extension on all "must pass" items, including SHVERA, until February 28, 2010. Negotiations will continue in the new year to ultimately approve a full five-year extension of SHVERA.
