On 1 August 2017, the Cabinet approved seven draft ministerial regulations as proposed by the Ministry of Finance in principle, as follows:

  1. the draft ministerial regulation prescribing other agencies as government agencies;
  2. the draft ministerial regulation prescribing the qualifications of a person eligible for registration as an entrepreneur;
  3. the draft ministerial regulation prescribing supply that state would like to promote and support;
  4. the draft ministerial regulation prescribing a budget for procurement by specific methods, procurement that does not require a written agreement, and the appointment of a supply inspector;
  5. the draft ministerial regulation prescribing the criteria, method, and conditions for the registration of consultants;
  6. the draft ministerial regulation prescribing the hiring rate for contractors who provide design service or construction work supervision; and
  7. the draft ministerial regulation prescribing additional restrictions on appeals.

These ministerial regulations are being reviewed by the Council of State on an urgent basis.
