The Localism Bill has finally moved out of the report stage in the House of Lords and a revised draft of the Bill as amended during this stage is now available.  The third and final reading of the Bill in the Lords is scheduled to occur on 31 October 2011.  Following this, it will be returned to the Commons for a review of the amendments made by the Lords.  At this stage, we may see some Bill “ping pong” between the two Houses as any further changes made to the Bill by either House must be agreed by the other.  Only once both Houses are in complete agreement on the Bill can it receive Royal Assent – at present, we expect this to occur by the end of November 2011.
