On September 29, 2009, the Commission entered into a Consent Decree with a cable provider, ending an investigation into possible violation of the rules requiring notice to subscribers and local franchise authorities before implementing any service changes. The provider agreed to make a voluntary contribution of $25,000, and the Commission terminated its inquiry into whether the provider had deployed switched digital video technology without notifying the local franchising authority in Hawaii at least 30 days in advance.
