On 25 December 2013, the Minister for Health passed the Health Insurance (Amendment) Act 2013. This provides for new charges for public hospital beds occupied by patients with private health insurance, from 1 March 2014. Stamp duty increases for the purposes of the risk equalisation credits on 'advanced cover' health insurance policies will also apply from 1 March 2014. On 19 December 2013, the Health Insurance Act 1994 (Information Returns) (Amendment) Regulations 2013 were signed into law. These Regulations amend the form and content of information returns to be provided by health insurers to the Health Insurance Authority. On 26 December 2013, the Minister published an independent report proposing methods for achieving cost reductions in the private health insurance market. The report is the first of two reports to be produced; the second report being scheduled for preparation in the next two months.
