Since mid 2006 the Committee of European Banking Supervisors (CEBS) has worked on enhancing the functioning of colleges of supervisors. The first result of CEBS’ work was finalised and published in December 2007 and included a template for written agreements. The purpose of the template was to provide a framework for cooperation among supervisors within a college of supervisors and to facilitate the effective working of supervisory colleges of supervisors. The template was field-tested in the first half of 2008, in order to determine whether it was sufficiently operational to be put into practice. CEBS has now published a revised version of the template which has been streamlined as certain paragraphs were thought to be repeating provisions already in the Capital Requirements Directive and/or CEBS guidelines.
