White House Chief of Staff Rahm Emanuel issued a memo ordering that all pending federal regulations be stopped until the White House conducts a legal and policy review. Rules regarding air pollution, mining, CCS, and endangered species could potentially be put on hold due to this memo. Rules that have already been published by the federal register and taken effect face different standards. Those rules can be overturned within 60 legislative days of being presented to Congress with a majority vote in the House and Senate and then a signature from the President. Due to the summer recess and election recess, that 60-day window could go as far back as June.
