The Competition Commission (CC) has published draft proposals intended to remedy competition issues in the UK groceries retail market. In a report published in October 2007, the CC highlighted the need to improve competition in local markets and relationships between retailers and their suppliers. The current proposals aim to achieve this in a number of ways including: introducing a competition test in planning decisions, preventing exclusivity arrangements and restrictive covenants being used by retailers to deny competitors entry and creating a new wider ranging Groceries Supply Code of Practice enforced by an independent ombudsman. A final report is expected in April 2008 and interested parties have been invited to comment on the draft proposals.
