European Commission Directive 2013/2/EU, of February 7, 2013, amending Annex I of Directive 94/62/EC of the European Parliament and of the Council, on packaging and packaging waste. (Official Journal of the European Union [OJEU] L-37, February 8, 2013)

Given the proliferation of new packaging systems, and the different interpretations adopted by administrations, the Member States and the economic operators have been calling for a legal framework with greater legal certainty and harmonization. Directive 2013/2/EU answers these calls and recognizes the need to define “packaging,” amending the list of illustrative examples to clarify new cases and avoid doubts as to what is “packaging” and what is not. The examples are in Annex I of Directive 94/62/EC, which is amended by Annex I of Directive 2013/2/EU.

Urgent measures - Royal Decree-Law 2/2013, of February 1, on urgent measures in the electricity system and the financial sector (“RDL 2/2013”). (Official Gazette of the Spanish State [BOE] 29, February 2, 2013)

RDL 2/2013 aims to provide stability to the cost forecast of the electricity system and to reduce the tariff deficit. It establishes that all remuneration-updating methods linked to the consumer price index will now be linked to harmonized consumer price indices at constant tax rates excluding unprocessed food and energy products. The requirements of special and urgent need to be able to apply RDL 2/2013 are justified based on the principle of protecting consumers and on guaranteeing the sustainability of the electricity system. The alternative being considered would be to increase the access tolls that electricity consumers pay, a measure that would directly affect domestic economies and the competitiveness of companies.
