U.S. Secretary of the Interior Ken Salazar has announced that the department’s Minerals Management Service (MMS), which currently oversees offshore oil and gas drilling and collects an average of $13 billion a year in royalties, will be split into two separate offices. The new entity, to be known as the Office of Safety and Environmental Enforcement, will operate independently from the agency’s leasing, revenue and permitting functions.
