EPA issued a proposed rule August 4, 2011, designed to advance the use of carbon capture and sequestration (CCS ) technologies. The plan would exclude from RCR A hazardous carbon dioxide (CO 2) streams that are injected for geologic sequestration into specific wells designated for that purpose under the Safe Drinking Water Act. Geologic sequestration is the process of injecting CO 2 captured from industrial or energy-related sources into deep subsurface rock formations for long-term storage.
According to the agency, the management of CO 2 streams under the proposed conditions does not present a substantial risk to human health or the environment. EPA will accept comments on the proposed rule for 60 days after publication in the Federal Register.
