A proposed American Electric Power (AEP) plant in West Virginia that gained the approval of the state last week (as previously mentioned in our blog), will not capture its carbon dioxide emissions. The proposed plant will use IGCC technology but will refrain from capturing CO2 due to the uncertainty surrounding legislation that could possibly regulate CO2 emissions. The West Virginia Public Service Commission said, "Uncertainties regarding CO2 legislation and regulation make it more reasonable to wait until such requirements are certain. By the time CO2 regulation is effective, the advances may change the specific design of the preferred CO2 capture retrofit.
