The Property Department of the Riga City Council plans to propose amendments to regulations on cleaning the territory of Riga municipality and on maintenance of buildings. The plan is to apply the amendments to C category slums that do not cause a threat to the public but degrade the city environment; this means that the amendments will allow decorative scaffolding netting to cover buildings up to three floors for two years and higher buildings for three years but if no action is taken after this term to improve the condition of the building, a higher real estate tax rate would apply and the municipality would proceed against the owner for failure to observe the regulations.

At present it is not known when the amendments might be prepared and come into force.
