Next week BOEM will notice in the Federal Register two new safety rules impacting oil and gas operations on the OCS. The first is a new interim final rule imposing additional regulations related to offshore well bore integrity and well control equipment. That rule takes effect immediately upon publication on October 14, and BOEM will be accepting comments for 60 days thereafter.
The second is a final rule stemming from a rulemaking that began under the Bush Administration that imposes new Safety and Environmental Management Systems requirements on offshore operators. It takes effect on November 15, 2010, and the comment period is closed.
