Recently the Human Resources and Social Security Bureau of Liaoning Province released the 2013 Guideline for Enterprise Wages, according to which the maximum wage growth rate will be 17%, the benchmark growth rate will be 12% and the minimum growth rate will be 5%.

This guideline will be applied to the wage distribution of in-service employees of enterprises. In addition, if the wage level stays too high or increases too fast in some monopoly enterprises, it will be subject to a moderate adjustment.
