The EU negotiating mandate on Brexit makes specific reference for the need to ensure that the border in Ireland remains ‘soft’ and does not become a line around which criminality and criminal organizations can build revenue streams to fund political campaigns. Less noted is the border between Gibraltar and Spain. This border is crossed by up to 12,000 Spaniards each day and Gibraltar is key to the economy of southern Spain. Gibraltar is part of the UK but is not part like Guadaloupe and Martinique which have the same status as departments in mainland France. So reaching an agreement will not be easy especially as the long term objectives of Spain and the UK are so different.
