The Government has published its response to the call for evidence. It will not change the categories or methods of disclosure but will improve guidance in these areas. It will review the list of prescribed persons on an annual basis. It will analyse the current referral system, by which the employment tribunal refers whistle-blowing allegations to a regulator, and require regulators to report annually. It will include student nurses within the scope of the legislation. It did not consider the evidence strong enough to introduce a system of financial incentives for whistle-blowing but it will, in due course, consider whether financial incentives would encourage openness in specific organisations or in specific types of cases. It will provide better guidance for employers and employees and will produce a model whistle-blowing policy.
