The Queen set out the Government’s legislative programme for the next year at the opening of State Opening of Parliament on 8 May 2013.

One of the proposals announced was the introduction of a wide-ranging Immigration Bill which appears set to curb migrant access to public services.

Measures include restricting migrants’ access to the NHS, a requirement for private landlords to check immigration status of tenants (see here) and preventing illegal immigrants from obtaining UK driving licenses.

In addition, the Government seems determined to be tougher against businesses that use illegal labour and the Immigration Bill is likely to include the introduction of more substantial financial penalties for those that fail to undertake the necessary checks of visa documentation.
