FSA and BoE have published a joint paper consulting on the complaints scheme required by Part 6 of the Financial Services Bill (“Investigations of Complaints Against Regulators”). The draft of the proposed scheme follows closely that currently governing complaints against FSA. A first stage would involve an investigation of the complaint by the relevant regulator. A complainant dissatisfied with the outcome of the regulator’s own investigation could then refer the issue to an independent Complaints Commissioner.
