Acts divided from the Commerce Commission (International Co-operation, and Fees) Bill:

The Acts below amend a number of statutes to enable greater co-operation between New Zealand's Commerce Commission and its international counterparts, particularly the Australian Competition and Consumer Commission (ACCC).  The Commerce Commission will be able to provide investigative assistance to similar overseas regulators, including the ACCC.  The enactment of the legislation represents a further step towards the creation of a Single Economic Market with Australia.  The legislation also makes minor amendments to allow New Zealand's Commerce Commission to provide refunds, where appropriate, and fee exemptions for particular groups, in relation to clearance and authorisation applications for proposed mergers and acquisitions.

Customs and Excise (Tobacco Products—Budget Measures) Amendment Act 2012

This Act amends the Customs and Excise Act 1996 to make four cumulative 10% increases to the duties on all tobacco products. 

This change also affects exclusions of tobacco product price increases (including those resulting from increases in duties) from required CPI-indexation of, or related to, social assistance.  The Act continues these exclusions for the indexation required for the years 2014 to 2017 inclusive.   Continuing these exclusions ensures that recipients of social assistance are not reimbursed for the increases in tobacco duties.  The rationale is that any reimbursement for those increases would contradict the reason for making them, which is to discourage smoking.
