On 21 November 2012 Germany signed the controversial Protocol to the Cape Town Convention on Matters Specific to Space Assets (Protocol). The Protocol was open for signature on 9 March 2012, but only three states (Burkina Faso, Saudi Arabia and Zimbabwe) signed it. The Protocol on entry into force will establish a separate international registry of security interests in space assets. 10 ratifications or accessions are required for the entry into force of the Protocol and the certification by the Supervisory Authority (yet to be appointed) that the future international registry for space assets is operational.
