The Committee of European Banking Supervisors (CEBS) has published for consultation a draft of its revised guidelines on stress testing (the Guidelines).

The purpose of the Guidelines is to assist institutions in designing and implementing stress testing programmes with a robust governance structure, meaningful senior management engagement and an effective infrastructure. The Guidelines also provide assistance to regulators in their assessments of institutions’ stress testing.

The Guidelines update the CEBS guidelines on technical aspects of stress testing under the supervisory review process that were published on 14 December 2006 and complement the principles that were set out in the CEBS guidelines on the application of the supervisory review process under Pillar 2.

The deadline for comments on the Guidelines is 31 March 2010. CEBS will be holding a public hearing at its premises in London on 10 March 2010 from 10am to 1pm.
