The Irish Government maintains that a “proliferation of detached houses in rural Ireland would overload power, sewage and road networks”…The EC’s investigation will determine whether the Irish rules breach the EU Treaty which grants citizens of member nations the right to settle anywhere in the Region…This is not a new issue for the EU. In 1995, Austria would not allow foreigners to buy second homes in Tirol, which borders Italy and Bavaria. In order to join the EU, Austria had to change the rules: now all EU citizens, including Austrians, are banned from second home ownership in Tirol. So all are treated equally.
