Advanced Technology Institute Bill

This Bill would establish a new Crown entity, the Advanced Technology Institute, to support businesses in the manufacturing sector and services sector to improve their competitiveness through commercialisation of science and technology-based innovation.

Environment Canterbury (Temporary Commissioners and Improved Water Management) Amendment Bill

This Bill would amend the Environment Canterbury (Temporary Commissioners and Improved Water Management) Act 2010 to empower Government-appointed Commissioners to continue to make decisions relating to governance issues with the Canterbury Regional Council (ECan) and special water management after the expiry date originally provided in that Act.

The Bill will require the Minister of Local Government to commence a review of ECan’s governance arrangement on 1 March 2014. The review must cover the governance structure of ECan, its membership, and its powers and functions in relation to resource management issues.

Social Security (Benefit Categories and Work Focus) Amendment Bill

This Bill would amend the Social Security Act 1964 to simplify benefit categories and emphasise a greater work focus in the benefit system to support beneficiaries to move into paid work. The changes set out in the Bill are intended to come into effect from July 2013.

Three new benefit types will replace the seven current benefit categories, in addition to the new Youth Payment and Young Parent Payment scheme introduced in August this year under the Social Security (Youth Support and Work Focus) Amendment Act 2012.

The new categories included in this Bill are:

  • Jobseeker Support for those actively seeking and available for work;
  • Sole Parent Support for sole parents with children under 14 years; and
  • Supported Living Payment for people significantly restricted by sickness, injury or disability.

Taxation (Livestock Valuation, Assets Expenditure, and Remedial Matters) Bill

This Bill would implement measures aimed at broadening the tax base, as foreshadowed in Budget 2012.

Waitaha Claims Settlement Bill

Type of Bill: Government

Member in Charge: Hon Christopher Finlayson

This Bill would give effect to the deed of settlement signed on 20 September 2011 in which the Crown and Waitaha agreed to the final settlement of the historical Treaty of Waitangi claims by Waitaha. The Bill's first reading will likely be concluded when the House sits under extended hours this Thursday morning.
