The Legislative Yuan passed the first reading of the draft “Law of Anti-monopoly and Plurality of Media” on May 30, 2013.  Major provisions include: (1) Merger of cable television operators shall be prohibited if the market share of such operator meets the prescribed conditions; (2) application for approval with the competent authority is required for mergers involving radio companies, newspaper companies, and/or over-the-air television companies; (3) set up a threshold concerning the financial industry’s investment in media business; (4) prohibit the market share of a cable television operator from exceeding certain threshold; (5) require media business to disclose its shareholding structure, retain independent director, establish independent editing mechanism, and promulgate the editorial statute, so as to maintain the plurality and diversity in the media business.
