According to a recent Environmental Council of the States (ECOS ) report, state environmental budgets declined from fiscal year (FY ) 2011 to FY 2012, and additional declines are forecast in FY 2013. ECOS obtained budgetary information from 47 states, the District of Columbia and Puerto Rico. The report notes that between FY 2011 and FY 2012, state government budgets declined $17.5 million, or an average of $357,015 per state. The total budget for state environmental programs dropped slightly, from $227.8 million in FY 2011 per state to $227.5 in FY 2012. During that period, 25 state environmental budgets increased while 24 state budgets decreased. According to the ECOS forecast for 2013, just nine state environmental budgets will increase in FY 2013. The report does not include budget information for Florida, Iowa and New Mexico.
