The State Intellectual Property Office (SIPO) issued the Guiding Opinions on Accelerating the Construction of a Strong Intellectual Property Rights City (the “Guiding Opinions”) for implementation of the Several Opinions of the State Council on Accelerating the Construction of a Strong Intellectual Property Rights Nation Under the New Circumstances. This initiative was designed to improve the pilot demonstration of IP-related works and to build a leading domestic IP city with international influence. The Guiding Opinions are concerned with intensive integration between IP development and innovative urban growth. The emphasis is on strengthening the protection and application of IPR through reform and innovation. The task of developing IP will fall on specific counties (districts), bureaus and enterprises to forge a series of energized, high-quality, efficient and sustainable municipal IP regimes. All these initiatives are designed to lay a solid foundation for building China into a world-class IP nation with distinctive characteristics. The Guiding Opinions also advocate the basic principles for “accumulating motivation for reform, intensifying innovation guidance, aggregating developmental advantages and insistence on a comprehensive plan” in the development of strong municipal IP regimes based on “harmony with international standards, domestic leadership and regional development support”.
The goal is to build around 20 strong IP cities in key national development regions including the Yangtze River Delta, the Pearl River Delta and Bohai Rim by 2020. By 2030, the main metropolises in China will adhere to a strong municipal IP construction and development pattern with distinctive characteristics, streamlined mechanisms, strong integration, robust vitality and greater transparency.
