Changes to public procurement law were signed by the President on 26th March 2014 and will come into force 14 days after their publication in the Journal of Laws (presumably in mid-April 2014).
The key change is an increase in the financial threshold above which the law applies to the PLN equivalent of € 30,000 (from € 14,000).
The changes also affect supply or service contracts for science, R&D and culture, which, in certain circumstances, will not be subject to the public procurement procedure unless the contract value reaches the threshold requiring a procurement notice to be sent to the EU Publications Office. This threshold is the PLN equivalent of €134,000, €207,000 or €414,000, depending on the category of contracting authority.
The previous rules will continue to apply to procurement proceedings initiated and to public contracts executed before the new provisions come into force.
