On August 31, the China Food and Drug Administration (CFDA) released the “Measures for the Administration of Food Operation License” and the “Measures for the Administration of Food Production License” which will become effective on October 1. The Measures are designed to enhance food safety by increasing the stringency of inspections and the regulation of food production and operating activities.
On September 2, CFDA issued a revised draft of the “Administrative Measures for Registration of Formula Foods for Special Medical Purpose.” Public comments are due by October 1. Under these Measures, formula foods for special medical purposes must be registered with CFDA prior to sale in the Chinese market.
On September 2, CFDA issued the revised draft of the “Administrative Measures for the Registration of Product Formula of Infant Formula Milk Powder.” Public comments are due by October 1. The Measures address requirements for the registration application and approval of powdered infant formula, labeling, procedures for supervision and inspection, and legal liability.
On August 19, the State Administration of Work Safety (SAWS) issued the “Guidance for the Implementation of China Inventory of Hazardous Chemicals (Trial)” to further describe its implementation rules and provide the official classification results of listed chemicals. Chemical companies should refer to the Implementation Guidance to find out whether relevant products require: (1) physical hazard identification and classification; (2) labeling and safety data sheets (SDSs); (3) hazardous chemical registration; and (4) administrative licensing in terms of production, use and operation.
