On 4 October 2012, a draft law regulating the sale of tobacco and alcoholic beverages was introduced to the State Duma. The draft law’s explanatory note states that alcohol and tobacco products are to be sold through specialised retail stores only. The working hours of such retail stores are to be subject to restrictions imposed on the sale of alcoholic beverages.
On 11 October 2012, another draft law contemplating a separate administrative liability for selling tobacco products to minors was introduced to the State Duma.
In addition, a Draft Federal Law “On Protecting Health from Passive Smoking and Effects of Tobacco Consumption” will be considered by the Russian Government before the end of October 2012. Despite its high importance, the Draft Law is extremely unlikely to see the light of day before the end of this year.
