The PM's statement this morning in response to the outcome of the Scotiish referendum was full of ambition and promise. Although he made specific reference to the 4 nations, he also used the expression "a new and fair settlement that applies to all parts of our United Kingdom". That could of course have been a further reference to England, Northern Ireland, Scotland and Wales, but the expression coupled with the reference to "empower(ing) our great cities" leaves me wondering if a regional debate is about to start up again.

The newspapers across the north of England have joined forces to call for an answer to the question of how the north of England is to enjoy a fair share of the nation's prosperity. The answer may come from further expansion of city deal arrangements, but those interested in the whole "what about the north" debate and looking for inspiration might dip into the very readable "Third National Planning Framework" published this summer by the Scottish Government.
