The Central Bank has requested details of projected volumes of fund/sub-fund applications (including self-managed investment company applications and risk management processes) and post-authorisation amendments that have pre-Christmas or pre-year end approval deadlines. Listings must be submitted to the Central Bank by close of business on Friday 14 October.

For new schemes, sub-funds and post authorisation amendments, the following information must be submitted to the Central Bank:

  • anticipated submission date;
  • proposed authorisation/approval dates in the case of new schemes/sub-funds; and whether the application will include a self-managed investment company application and/or a risk management process;
  • proposed clearance date for post-authorisation items. A brief description of the nature of the post-authorisation amendment must also be included.

For items already with the Central Bank, to include new schemes, sub-funds and post authorisation amendments, the following must be submitted:

  • proposed authorisation/approval dates in the case of new schemes/sub-funds; and whether the application will include a self-managed investment company application and/or a risk management process;
  • proposed clearance date for post-authorisation items. A brief description of the nature of the post-authorisation amendment must also be included.

All new schemes, non fast-track sub funds (including self-managed investment company applications and risk management processes which are part of a UCITS application) must be filed with the Central Bank by 21 October. Where it is proposed to establish a new management company as part of the UCITS application, this should be submitted in advance of the fund application. Applications involving a new promoter or investment manager application must be discussed in advance with the Central Bank.

Fast track sub-funds must be filed by 18 November. Major post-authorisation items must be filed by 21 October while all other post-authorisation items must be filed by 18 November.

For Qualifying Investor Funds (“QIFs”), normal filing timeframes will apply until 21 December. After 21 December, the following timeframes will apply:

  • for authorisation of a QIF on 23 December, it must be filed by 10am on Thursday 22 December.
  • for authorisation of a QIF on 29 December, it must be filed by 3pm on Thursday 22 December.
  • for authorisation of a QIF on 30 December, it must be filed by 3pm on Thursday 22 December for QIF change of service providers and 3pm on Thursday 29 December for all other QIF filings.
  • for authorisation of a QIF on 3 January, it must be filed by 3pm on Friday 30 December.
