The California Air Resources Board approved the final Climate Change Scoping Plan which will use a state cap-and-trade program to reduce greenhouse gas emissions to 1990 levels by 2020 as mandated by AB 32. Unlike earlier versions, the final plan expresses the intent to auction 100 percent of the cap-and-trade allowances. The plan does not set a time frame for this, but indicates that “California will auction significantly more than the [already-established Western Climate Initiative] minimum levels and will transition to 100 percent auction.”
