Council publishes interchange fee compromise text: The Presidency of the Council has tabled, for negotiation among Member States, a new compromise text of the proposed multilateral interchange fees Regulation. The new text is aligned with the European Parliament's position in extending the treatment of four-party schemes to three-party schemes where cards are co-branded. Co-branded cards would therefore be subject to the same treatment as those cards issued or acquired by a payment services provider under licence granted by the three-party scheme operator. On the other hand, the compromise text introduces a discretion for Member States to disregard the application of the Regulation to these variations of three-party schemes where they represent less than 5% of the yearly value of all domestic payment card transactions.
